Political science professor wins award for top article in journal

Dr. Patria de Lancer Julnes, assistant professor in the USU department of political science, has been selected as the winner of the William and Frederick Mosher Award, recognizing the best article written by an academician appearing in Public Administration Review in a year's volumes.

De Lancer Julnes co-authored "Promoting the Utilization of Performance Measures in Public Organizations: An Empirical Study of Factors Affecting Adoption and Implementation." The article focuses on measurement within public administration.

"Basically what we're doing is measuring whether things are effective and efficient," said de Lancer Julnes.

Julnes said that when the article was first submitted to the editor, it was rejected.

"She didn't like it because it was too quantitative," de Lancer Julnes said.

It was entered again and this time was published in the Review's November 2001 issue. More than 10,000 people subscribe to the journal. De Lancer Julnes said she was excited when the article was published but never considered it would win an award. The day she received the award letter, she assumed the editor wanted her to reply to letters that had been sent criticizing her article.

She said she thought to herself, "Holy cow, someone wants me to write a rebuttal."

Dr. De Lancer Julnes is originally from the Dominican Republic. She has worked on government reform in Latin America and is writing, with a Guatemalan colleague, a paper comparing government reforms and measurements in the Dominican Republic and Guatemala.

"I always wanted to be able to help in the public sector and work to inform citizens," de Lancer Julnes said.

De Lancer Julness received her doctorate in public administration from Rutgars University of New Jersey. She is married and has three boys. De Lancer Julnes said every time she wrote a paper her husband would read the whole thing and give her feedback.

"This award is for him too," she said.
